It's about being pragmatical. I know it's a suboptimal situation for
us, but we're not going to change this by brushing it off and demand
the downstream does what we tell them to do. It's unfortunate, it
should not be that way but it is and it seems we have to adapt to the
situation rather than the other way around.

So we are making some progress here I think. Indeed, it might work the
way you describe; the bug gets first filed at distro level, then if
it's not entirely distro specific he can use the alias Kendy created
and report it upstream. Do we have a common base of understanding here?
