Probably (I'm guessing here) because the US English build services North 
America (the USA and Canada). 

In Canada, Quebec and some surrounding areas speak French, hence a French 
dictionary is included.

In many parts of the USA near the Mexican border, there is a sizable part of 
the population which speaks Spanish, hence a Spanish dictionary.

There is no part of North America which speaks German, so there is no need to 
include a German dictionary.

IIUC, the inclusion of French is a requirement in Canada for any software to 
gain official endorsement. A similar (State-based) requirement may also be in 
force in some States with a large Hispanic/Latino population.
