The qpid-cluster utility needs a new feature to allow the user to view the list
of client connections to cluster members. This provides information about how
well balanced the client load is across cluster members.
Further, it is desirable for the utility to provide a way to disconnect a
client from a cluster member so it will be forced to fail over to a different
member.
