The FailoverExchangeMethod's retry mechanism is flawed as it was extending
FailoverRoundRobinServers and there was a in the retry mechanism there QPID-1712
Also the retry mechanism for the failover exchange is actually different from
FailoverRoundRobinServers therefore it is wrong to extend it.
