Fix Version/s: (was: M5)
I will descope the JIRA and keep it open until a proper test case can be
checked in.
Currently the test case in my working copy have intermitten failures (not
related to the failover exchange logic itself, but due to having 3 brokers in a
cluster where each broker gets killed and restarted.)
However this feature has been tested manually.
