QpidTestCase forcibly kills external brokers

Summary:
Currently QTC performs a 'process.destroy()' this is equivellent to a kill -9
as a result the external broker is unable to perform a clean shutdown.
Having the QTC cleanly shutdown the broker will allow testing of the clean up
code.
