... and installing ruby-dev and swig on the Ubuntu box causes those lines in
the Makefile to be generated... whereupon the build now fails in the same
way as on the Fedora 11 x86_64 box

I would suggest this is a blocker... created as such here:
https://issues.apache.org/jira/browse/QPID-2316
