The first step might be to take inventory of what gets handled as static HTML. I hope that will be relatively few pages, and that it will not include the documentation pages.
I assume that the pages already converted to Docbook in the doc/book/src directory will be managed using DocBook, converted automatically to PDF. We can also convert them to HTML in various ways.
