I just went back to #infra and asked about the status of a JIRA asking
them to create a space for us to publish the pages with svnpublish:

They have discussed this internally, and they no longer want to support
the notion of using dist.apache.org for svnpublish, they want to reserve
it for distributions.
They strongly recommend that we do this the same way the httpd project
does, using our main repo with a separate prefix for the web site:

https://svn.apache.org/repos/asf/httpd/site/ <- web site
For us, that would look like this:
https://svn.apache.org/repos/asf/qpid/
https://svn.apache.org/repos/asf/qpid/website (I prefer the longer name
for clarity)
This would not affect anyone checking out trunk or branches, it would
only affect someone who chooses to check out all of
https://svn.apache.org/repos/asf/qpid/.
I suggest we do it as they propose unless there's a really good reason
not to. I'd really like to get unstuck.
