Looks like the files are not being actively published anymore and are just sitting on people.apache.org going stale, as they didnt pick up an accidental modification about a year ago. There is a bit in the incubator graduation guide that lists what to do to remove the old files and where to add the permanent redirect for the old URL, I'll look into doing that at the weekend too.
