Looks correct to me. One problem is that since Travis jobs suffer from timeouts much more than GHA jobs, then the less Travis jobs we have, the less data we have about their expected level of flakiness. Yes, we may get some more green Travis builds this way, but there will still be random failures, except we will have much harder time figuring out the pattern.
