QPBRKR process name tag should be declared in qpid-server script, not qpid-run

The QPBKR broker process tag name is declared in the qpid-run script instead of
the qpid-server script. The value to be used should be set in qpid-server even
if the actual substitution occurs in qpid-run, which should check for a given
variable name and add it if present, otherwise do nothing.
