I hadn't noticed a specific packaging process being in place for the .Net bindings, but I have possibly overlooked it? The readme in the directory only seems tailored to using an svn checkout.
They only seem to be included in the 'full release' qpid-0.8.tar.gz archive, not even the qpid-cpp-0.8.tar.gz archive. If you think we should add a specific release package for it to 0.8 then feel free to raise a JIRA and update it on trunk, which should result in a suitable patch for 0.8 consideration. I'd expect it would be minimal and thus will most likely be happy to include it in future RC's.
