restore use of testagent to two cluster tests

In my checkin for JIRA 3337, two of the cluster tests only worked because I
prevented them from using a client called "testagent". The tests are
cluster_tests.LongTests.test_management_qmf2
cluster_tests.LongTests.test_management .
Restore 'testagent' to their list of clients, and fix it.
