I don't think that is what I was saying, nor how you could reasonably
draw that inference.  I would be equally supportive of Rajith's
suggestion of setting up a qmf list.

I apologize. I very much don't mean to say that's your outlook. I mean to say that the absence of a defined hierarchy could easily make it look that way, and thus develop that way.
