One comment on the implementation of 
AmqpPrortImpl#getAllAvailableProtocolCombinations:

Shouldn't this respect the qpid.broker_default_amqp_protocol_excludes and 
qpid.broker_default_amqp_protocol_includes system properties?  These system 
properties allow the user to turn off support for protocols broker-wide.  Or is 
the intention that these system properties will be removed now the user has the 
ability to configure protocol support on a per port basis?
