The java Broker implements produce flow control by sending appropriate AMQP
commands to the client to tell the client to stop sending messages. however if
the client ignores this request then the broker is still vulnerable to out of
memory conditions.
We should enforce the acceptance producer flow control requests by forcibly
disconnecting clients which ignore the instructions to cease sending messages
