Resolution: Won't Fix
I think the problem is that Derby requires that it creates a directory for its
files itself and this behaviour is at odds with Qpid's VHN/VH common code which
assumes it has the responsibility for creating the directory structure. I
think if we were to have another store that behaves like Derby, that might
influence us to make the VHN/VH code more flexible, but until then I think it
would not be worth the complication.
