The LinkRegistry as described in [this
document|https://cwiki.apache.org/confluence/display/qpid/Link+Registry+Design#LinkRegistryDesign-Designv3]
should have a persistent storage in case a persistent ConfigurationStore is
used.
The linked document details some suggestions how the storage is structured.
As access to the LinkRegistry is multi-threaded care must be taken to make all
store operations thread-safe.
