Comment from rgodfrey: while I'm here (and this may be a question for orudyy) 
in the RejectPolicy change, why did we decide to use afterSet annotations to 
update the policy rather than use the comnnation of code in onOpen() and 
changeAttribute(…) as we do (for example) for exclusivity policy?
