system_tests_protocol_settings is failing in the TravisCI test runs on
seemingly every build since the last commit here
(https://gitbox.apache.org/repos/asf?p=qpid-dispatch.git;h=fafd1d6) triggered
#1264 https://travis-ci.org/apache/qpid-dispatch/builds/467083265. I haven't
investigated further than figuring out when the job failures seemed to start.
