Whenever any inter-router link fails (for any reason), the link must be
reestablished. When the inter-router link fails and is not restarted, that link
remains permanently down and inter-router communication is affected. To remedy
this situation, whenever an inter-router link goes down for some reason, we
should detect that and possibly reestablish the link or maybe even bounce the
connection so that all links are reestablished.
