DISPATCH-1718: Make qdstat policy/vhost compatible with dispatch 1.10
Since version 1.10 policy has added
policy/maxMessageSize
policy/maxMessageSizeDenied
vhost/aliases
vhost/maxMessageSize
vhostUserGroupSettings/maxMessageSize
vhostStats/maxMessageSizeDenied
qdstat policy/vhost must allow for these attributes to be absent when
older routers are queried.
