I was thinking for the setup of the website, I would mimic this Jira:
https://issues.apache.org/jira/browse/INFRA-10807 using the template at
https://git-wip-us.apache.org/repos/asf?p=apache-website-template.git
The template uses Jekyll.
Thanks Kathy and Alex volunteering to work on the website and
validation on the approach. I will go ahead and submit the request in
an hour unless I hear objections.
Well, Infrastructure worked like lightning within seconds returning with:
-----
Repo cloned, url:
https://git-wip-us.apache.org/repos/asf/incubator-quarks-website.git
I have also added it to the github mirror host and GitHub will pick it
up at roughly 07:00 UTC.

But from here I am a bit lost. I read the README.md but am unclear
where I perform these steps.
I also looked at http://incubator.apache.org/guides/sites.html under
Publishing The Website (which says it is old).
It says the website will be under /www/<project>.incubator.apache.org on
people, but I don't actually see any incubating projects on
minotaur.apache.org under /www, just top level projects.
How can I get the template published initially just to get something
working, so we can move forward with updating it for Quarks?
