Summary: Reintroduced getinvolved page has wrong content for Apache

>From the top level website the Get involved link points to the community page

It looks like that doc link now points to the old getinvolved page which was
reintroduced. I think two things should happen.
1. The doc link should point to the community page
2. The community page should be updated to have comparable information on
filing an ICLA, etc.
