Note that the v2 glossary support in atlas proposes allowing "duplicate" names,
ie a classifying term (a term applied to an entity or another tem) such as
"confidential" need not be unique by name, only by GUID. In the v1 glossary
names are unique

Is this a problem for ranger? The JSON document passed when tags are setup
includes GUIDs. I therefore suspect (I have not inspected the code yet) that
mostly processing is ok, though the UI could be confusing/broken. Adding note
here as a reminder to investigate
