Description:
Create Default Policies for Hive Databases -default, Information_schema when
hive service is created in RANGER.
This will enable any users to have CREATE / ALL permission on DB default and
Tables under it respectively.
This will enable any users to have SELECT permission on information_schema
database of hive.
This will give right access to the users along with the "OWNER" policies which
are created in RANGER-2536
