There seems to be no dedicated REST API that allows a Ranger plugin user to
determine whether or not a specified user is a Ranger administrator. It would
be nice to have such an API exposed since sometimes the plugin user (e.g.,
Impala query engine) needs to determine this when a query engine user attempts
to get the roles that are assigned to a specified group. If the user does not
belong to the specified group, then the user is allowed to retrieve the
information only if this user is a Ranger administrator.
