When debug logs are enabled, sometimes the PERF logs are not generated in
ranger. spring-jcl.jar is inherited from spring-core module which causes this
issue. spring-jcl.jar can be excluded because ranger is using log4j as a
logging framework.

Testing

Ranger installation and setup successful.
Ranger does not pull spring-jcl-5.3.7.jar
