Row-filter policies having empty filter expression can result in NPE during
policy-engine initialization when plugin configuration
{{_enable.implicit.userstore.enricher_}} is set to {{{}_true_{}}}. This is a
regression introduced with Ranger 2.3.0 enhancement in RANGER-3609.
The workaround is to set the filter expression as {{{}1=1{}}}.
