What happens if we have transformations in usersync are not 100% identical to
the transformations done by a service, say, HDFS Namenode? Can usersync ever
do any transformation more than what a service would do? Today to work
properly we require/assume that all usersync and *all* services do exact same
transformations. Are we planning to do transformations of policy items in
plugin after download?
