Thanks for moving artifacts and reviewing the change list! Let me also include 
the detailed explanation of RATIS-1677 in the announcement.
Plus, I have noticed that we already had 
3-pluggable-features(transport,statemachine,raftlog), shall we update the 
website after 3.0.0 and declare a new pluggable-observability? ;)
