I recently submitted my first patch and went through the process, so
hopefully I can help you out with this.
1. I do not have permissions as well (on Jira) for ticket submission, but
one thing you can do is comment on the ticket that you would like it to be
assigned to you (or comment that you are working or have a fix), and
"watch" the issue. Watching the issue allows you to be emailed whenever
there are changes to the ticket.
2. For attaching the patch, you are correct. You would just attach it as
a normal file. This was what I did for RAVE-870.
3. The Apache Review System needs a point of reference to be able to pull
up the existing file in the repo. In this case, your initial directory is
likey going to be "trunk", and you will have to specify "trunk" when you go
to submit the review. The repo path you specify will be relative, so you
won't need the fully qualified path. Try "trunk" as your path and see if
it goes through.
