Presently the 'Add Widgets' button for a page only appears on the page when
there aren't any widgets on the page. This causes users to head off to the
Widget Store to add pages, which isn't difficult, by any means, but is an
unnecessary amount of effort on their part.
If a persistent Add Widgets button was implemented, then it would make it that
much easier to add buttons, which would improve the overall experience of using
Rave.
