Right now users can only edit the page that they're currently on. Users should 
be able to edit any page from any page.

This could be done by making the dropdown arrow visible for all pages (even the 
current page) on hover. This way it keeps the visual complexity of the app down 
while adding more functionality that users will discover on their own. Hiding 
the arrows shouldn't reduce the usability of the application too much, as 
hovering the tabs (to click on them) is such a common action.

A valid concern is how this would fare on mobile. A 'hover-like' state can be 
achieved on mobile with a double-click, but I think that would lead to a 
unnatural user experience. An alternative to this would be a persistent edit 
button that's visible on just the current page you're on.

This way, mobile users' experience would remain unchanged as they would have to 
take the same amount of steps to modify a page, while the experience for 
desktop users gets a bit better.
