To me, Preferences sounds more like it affects a single user. Like my Gmail
preferences involve showing 50 messages per page, but it only affects me and
not Gmail as a service.
Configuration strikes me as being a bit more generic, and maybe more
appropriate for the app-wide changes that Preferences refers to. On the page
itself it could really make this explicit with a message saying something like
'These changes will be applied to the entire Rave application, affecting every
user of Rave.'
