Categories and tags are too similar right now, I think. Other than the
inconsistent UI of where they're managed (tags through the Widget Store, and
Categories through admin), the other difference is that only administrators can
modify categories.
One possibility is to get rid of either tags or categories altogether. This
would mean either admins, or everyone, can associate metadata with the widgets.
This could even be made toggle-able so that it could be changed on a per-Rave
basis.
