I would suggest the dir name is incorrect too. The version is 1.10.0-rc2, so I would suggest a dir name name like https://dist.apache.org/repos/dist/dev/incubator/resilientdb/1.10.0-rc2
You shouldn't put the rc bit in the filename because if the RC is accepted, you will need to release that file with the same name as was voted on. The rc2 is in the directory name and doesn't need to be in the filename too.
