Usually what is done is the source and binary are voted on at the same time. Some projects make a single binary tar.gz/zip (easier to review IMO), some use the maven staging feature. While not the official release the binary LICENSE/NOTICE file etc may need to be different due to what is bundled, we also need to check that the binary was created form the source and doesn’t contain anything unexpected like GPL licensed software.
