I never created a release proposal. The main things I'd like to see in
4.1 are externalizable users/permissions management (done) and better
plugin management (e.g. standard way to package plugins and automatic
installation). What would you like to see in 4.1?

That proposal has been completed. In fact, the Social Software for
Glassfish EA2 release includes the Roller 4.1 codebase and uses that
new feature to provide common users across Roller and Slynkr and SSO
(via CMA and Glassfish's built-in SSO impl):
