Yes, the externalizable user management stuff is now in the trunk and
planned for release in 4.1.
Is there any documentation on how to use this? Where would I look in

I have moved the Release Process page from the old to the new Roller
Wiki.

I updated the page to reflect the fact that we are now doing
releases
on an as needed basis.
I also added some language about milestone releases because:
1) I'd like to make a Roller 4.1 M1 release now so folks can test
the
user management stuff.
2) milestone releases could be the way we handle monthly drops for
blogs.sun.com if that need comes up again.
I'm not sure I've seen any milestone based release processes at
Apache, so I'm eager to get feedback on this.
