I'm not aware of any guidelines for localization in Roller and there
is no recommended tool.

Generally, I don't like requiring one IDE -- but this might be a case
where using a tool could really help and make things easier for folks
to create and contribute localizations.

We don't accept patches on the mailing list, so please submit your
patch to a new issue in JIRA.
