Who is using royale-sdk-description? They can ask for whatever they want in there if it can be scripted. Flash Builder is stuck using flex-sdk-description and the format of the file probably can't be tweaked.
IMO, the "JSOnly" package probably shouldn't list FPxx.x and AIRxx.x since those SDKs aren't involved. I'd rather we start listing what the output targets are instead of saying "Only". So either just "js" or nothing at all, and add "swf" when SWF support is packaged.
