Overall, looks good. Some comments inline; take them with a grain of
salt as I know this is Rya's first report. It's really easy to say
"we're working on it" for lots of the topics; the community would be
well-served to approach them in actionable ways. Otherwise, they come
across as fud :)

Rya
Rya (pronounced "ree-uh" /rēə/) is a cloud-based RDF triple store that
supports SPARQL queries. Rya is a scalable RDF data management system built
on
top of Accumulo. Rya uses novel storage methods, indexing schemes, and query
processing techniques that scale to billions of triples across multiple
nodes.
Rya provides fast and easy access to the data through SPARQL, a conventional
query mechanism for RDF data.
Rya has been incubating since 2015-09-18.
Three most important issues to address in the move towards graduation:
1. Populate the website for the project
2. Have a first release as part of the Apache

3. Increase the size of the community
Coming up with actionable items are important to really drive this home.
Look at what you have, impediments to people getting involved, and
specifically focus on those.

How has the community developed since the last report?
All initial committers submitted their ICLAs and are subscribed to the dev
and private mailing lists.
The initial committers are learning the Apache Way.
This seems a little abstract, but is ok for now :). Long term, I think
actions speak louder than words when it comes to the Apache Way. Being
able to show that you can operate as a community while following the
Apache Way is the key, IMO.
We gave a presentation on Rya at Duke University, trying to increase
awareness about the project.
Cool! Was the presentation recorded? Slides published anywhere? I'd love
to see them.
How has the project developed since the last report?
Infrastructure is set up (mailing lists, repositories, JIRA, etc)
The code was imported into the Apache git repository.
We are working on creating a website for the project.
