What makes github great is being public and having a large audience. Not surprisingly GH don't want to have public instances that have a lot of stuff going on. Apache infra also have a bunch of old systems to maintain and are not enthused about another. And then you add the problem that Apache history and discussion needs to be on Apache controlled hardware. Something has to give in this triangle.
