It depends on the current selection. If whole rows are selected, rows
are inserted. Same for columns, otherwise the dialog is shown. Maybe
that was the difference.
Not really. Selecting the whole row does make a difference in the 2nd
and 3rd case, but with 2.3.0 on XP it isn't needed for the described
behaviour :-)
