User configuration does override the new pre-defined shortcuts. Try the "Reset" button in Tools/Customize/Keyboard.
User configuration not only overrides pre-defined shortcuts, it also prevents new shortcuts (shipped with newer OOo-versions), also for other keys, to be implemented without user intervention.
As said: I fell into this little trap before. My bad I didn't recognize immediately ;-) (Framework@ is aware of this configuration problem. Issue number I can't find.)
