Resolution: Not A Bug
The current UserALE server on the deployment service attached to STOUT is
currently down. Results in no data from STOUT being sent to surveymongo and
sco+ch services, thus no new processed data is being generated and the D3
diagrams are not populating.
resolution is to restart the UserALE server
