can start working towards a 4.6.0 release to pick up Karaf 2.3.x, Camel
2.11.x and all the other good stuff our "sibling" communities are

It looks like the Licenses page is broken for fragments - when you
first navigate to the page, it gives you the license for
"activemq-blueprint" with the error message.  I get the same error for
"Apache Karaf :: Web Console :: Branding", which is also a fragment
instead of a bundle.  Could you raise a KARAF JIRA issue for that?
I suspect you will have to do the same for the NoClassDefFoundErrors
you're seeing, but I haven't looked into the details for that yet.
