There are a few outstanding questions that may be obvious to everybody else: What will we do with LICENSE.txt and pom.xml now in the trunk/ directory?
It stays there, then trunk is moved under a newly created 'framework' directory.

No, right now the site "belongs" with the framework. This might change if the sandbox projects want to publish websites, but we'll deal with it then.

Like the trunk, the entire 'branches' and 'tags' directories get moved into the newly created 'framework' directory.
We could just move all those under framework/tags and framework/branches
